You should fertilize after you mow your lawn.
Why????
1.) Tall grass can block the fertilizer from getting to the soil
2.) If you bag your clippings you could be removing fertilizer that is clinging to the grass blades
Some other things to note would be that you should never cut more than 1/3 of the blade of grass off when mowing, there are nutrients in those clippings so leave them on the lawn if you can (just not clumpy), and be sure to always water your lawn if it's been a while without rain!
